Salary range $35,360 to $41,600 annually with benefits.


The Program Assistant (PA) is a technically skilled professional with a critical support role to fulfill as part of a productive team. Depending on the role, this is a .8 to 1 FTE benefitted position. The PA supports the Program Coordinators (PC) and General Manager (GM).

The San Pablo EDC (SPEDC) is a dynamic nonprofit whose mission is to stabilize, diversity and develop the local economy through the education and training of our workforce and businesses. As such, programs vary greatly and sometimes target regional, as well as local audiences. The SPEDC is a member-based, professional services organization, which partners widely with other organizations, as well as pilots and manages its own innovative programs.


The PA will be responsible for the following:

Principal areas of responsibility:

  • Provide administrative support to the Board Secretary, which includes preparing and delivering meeting packets, communicating with board members, maintenance of board and meeting information, meeting logistics and set-up, staffing meetings and preparing of post-meeting documents, among other duties
  • Supports the management of job training partner contracts, including protocol outline and execution, template preparation, data gathering with partners, CRM data entry, administrative tasks (e.g., invoice verification), MOU drafting, program marketing and light case management
  • Assist with grant identification and research

General Areas of responsibility:

  • Assist with development of marketing collateral and eblasts
  • Assist Program Coordinators with marketing campaigns, programs, and outreach, which includes collateral and eblast preparation, among other tasks
  • Perform regular content editing of website and email marketing platforms
  • Assist with staffing SPEDC events; events may take place outside of regularly scheduled office hours, and if so, schedules are adjusted accordingly
  • Maintain and grow the eblast contacts database; resolve bounces and incomplete records
  • Provide program support, as assigned, and in some instances, light case management
  • Foster business and member relationships through outreach
  • Conduct basic data-entry and analysis, entering all information into the CRM database
  • Coordinate conference room scheduling and maintain conference rooms, including setting up for, and straightening after, meetings
  • Provide general administrative and reception support, including greeting the public, answering phones, providing information on programs and services, maintaining the front window displays, keeping the front and back office organized, and other related duties.
  • Complete peripheral duties and tasks as assigned by the Executive Director and General Manager.



  • Proficient in MS Office Suite and Adobe Creative Suite
  • Excellent and accurate data-entry skills
  • Social media savvy and e-marketing literate
  • Strong communication skills both written and verbal
  • Ability to provide basic website content management
  • Salesforce or CRM experience are desired

Education and Experience

  • An Associate's Degree plus 2 years of professional related background required
  • A Bachelor’s Degree plus 1 year of professional related background preferred
  • Relevant experience may include nonprofit program development or economic development

Basic Requirements

  • California Driver’s License
  • Right to work in the United States of America


  • Bilingual in Spanish a plus

Pay Range Qualification

Beginning of range: 

  • New to this level of responsibility
  • New to this level of responsibility and does not possess at least an AS degree, but offers some transferable skills
  • There are areas of responsibility for which training will be necessary and no or limited prior experience
  • Has sufficient operational experience to provide basic support
  • While less experienced, shows an aptitude to learn
  • Has limited or no experience managing workflow and requires regular oversight


  • Has held this level of responsibility for at least ten months, or preferably one year
  • Is proficient experience in all areas of responsibility; may require some training to achieve advanced levels of competencies
  • Demonstrates ability to deliver timely results and manage workflow proficiently
  • Requires general oversight and is a reliable resource for the team
  • Displays consummate professionalism and excellent customer service
  • Sets, effectively communicates and meets expectations

High end: title change to Senior Program Administrator

  • Has experience in all areas of responsibility and demonstrates consistent, strong performance
  • Has a track record of being adaptable, responsive and flexible as priorities and needs change
  • Demonstrates a wide scope of support skills and the ability to initiate draft concepts, documents and procedural improvements
  • Is an effective member of the team and can be called upon to support most anyone else on the team in a variety of roles
  • Demonstrates a willingness to go the extra mile and do an excellent job when additional work demands need to be met
  • Track record delivering timely results
